Learn to make cool Spiky text using the wind filter.

My Final Result

1) Open up a new document and fill the background with black. Now type out your text in white.

2) Rasterize the text layer by going to Layer > Rasterize > Type
3) Now, with the text layer selected go to Filter > Stylize > Wind and use the following settings.

4) Now go to Edit > Transform > Rotate 90* CW. The again go to Filter > Stylize > Wind or press Ctrl + F.
5) Repeat step 4 till you have the wind effect on all the four sides. You should have something like this.

6) With this layer still selected, choose Color Balance from the layers palette or press Ctrl + B.

7) Move the sliders till you get a color that you like. I used the following.

8) Now type out the same text in Black and place it over this spiky layer. Thats all. You should get something like this :
